السودان: العنف والانتخابات، هل يمكن تحسين شروط المأساة ؟ ! ما بعد الاتفاق الإطاري: العدالة الانتقالية والمسئولية الجنائية والمسئولية السياسية على جرائم العنف السياسي أمجد فريد الطيب لا يوجد ما هو نهائي في متغيرات السياسة. والتعامل مع الواقع يفرض علينا دائما البحث عن السبل لتحسينه، خصوصا إذا ما كانت الاثار التي تترتب على ما يحدث فيه الان تمتد لعواقب طويلة الامد.     فرضت قوى الحرية والتغيير تفاهماتها التي توصلت اليها مع قادة الانقلاب كأمر واقع، في اتفاقها الإطاري مع العسكر المبرم في ٥ ديسمبر، والذي تسعى حاليا لتوسيع دائرة المشاركة الشكلية فيه، بمن حضر حتى وان كان جزءا عضويا من نظام البشير في مراحله الاخيرة، وذلك سعيا وراء انتاج تحالف سياسي سلطوي واسع يتبنى بقية التفاهمات التي تم التوصل اليها بالفعل في شكل اتفاق نهائي يتم اخراجه عبر وساطة شكلية من المجتمع الدولي. الشاهد هنا ان السعي لتصميم عملية سياسية شكلانية عبر الالية الثلاثية وبقية شركاء المجتمع الدولي، لمجرد إخراج هذه التفاهمات المسبقة رسميا، هو امر ينبغي الوقوف ضده بحزم وصرامة، والسعي من اجل هزيمة انقلاب ٢٥ اكتوبر ٢٠٢١   عب

Is it true that the framework agreement guarantees striping military from power, or vice versa?  Amgad Fareid Eltayeb Article 44 (1) of the draft constitution prepared by the Sudanese Bar Association and adopted as a basis for the solution states that the Sovereignty Council is the head of the state and that among its duties is that it is the supreme commander of the armed forces. The political framework agreement signed yesterday also indicated that the head of state, who was referred to as having limited honorary duties, is the supreme commander of the regular forces. Article 68 of the draft constitution defines the regular forces as three: the Armed Forces, the police, and the intelligence apparatus. While the agreement specified in its fourth chapter as four, adding the Rapid Support Forces as one of these regular agencies. The agreement specified the head of state as supreme commander of the Rapid Support Forces in the clause related to it.  These provisions are used extensivel
